when i am working with open AI prebuilt model inside the notebook by following this documentation

Thanks for stopping by the Microsoft Fabric Community Forum!
The issue you're seeing is because you need a Microsoft Fabric F64 capacity or higher. The Fabric trial FT1 SKU will not work for direct Azure OpenAI integration. You need to ensure this capacity is linked to your workspace.
Here is an image showing it works in PPU License.
For more details, check out this document. It lists the features available for different SKUs and mentions that things like AI Skills and Copilot require F64 or higher capacity:
