Open Peer Review: Defintions and AttitudesOpenAIRE Tony Ross-Hellauer describes OpenAIRE's work to define and survey stakeholder attitudes to open peer review. For Peer Review Week 2017, OpenAIRE and OpenUP hosted a webinar entitled "Open Peer Review: Models, Attitudes and Next Steps – a webinar from OpenUP and OpenAIRE". This webinar will describe recent work conducted by the OpenAIRE and OpenUP projects to define models of OPR, gauge stakeholder attitudes and lay out a roadmap for future OPR implementation. It will focus on how OPR can potentially strengthen research evaluation, describing how alternative peer review tools and methods could better shape scholarly communication and how they contribute to the strengthening Open Science agenda. Specific issues included in the presentations are the variety of models; barriers/drivers for moving OPR mainstream; attitudes to OPR (what reviewers, authors and editors actually want); how to motivate and credit review work; technical infrastructure and platforms; and the next steps for researching the efficacy of different OPR models. The webinar will be of interest to all with an interest in how research evaluation can better meet the aims of Open Science.

OER16 - Skills not Silos - Open Data as OERLeo Havemann Open Data is produced and used at various levels in research, governance, policy making and civil society. So far though, conversation around its value and significance has tended to occur within an Open Data silo, existing in parallel with other open discussions around Open Educational Resources and Open Access. In our presentation we explore practices which make use of Open Data as OER, with a focus on the the opportunities and challenges inherent in this approach. For the OECD, “All citizens should have equal opportunities and multiple channels to access information, be consulted and participate. Every reasonable effort should be made to engage with as wide a variety of people as possible.” A central challenge in higher education is to develop skills useful not only at subject/professional level, but which also engage students with real-word problems. The skills needed to participate in democratic discussions can be understood as transversal skills, defined by UNESCO (2015) as “Critical and innovative thinking, inter-personal skills; intra personal skills, and global citizenship”. If one of our goals as educators is to develop these transversal skills in students, towards enabling them to function as citizens, to actively participate in the discourse and debates of society, then we propose that Open Data can play a key role. Open Data has been understood as key to research, policy and governance development, and also heralded as a force for democratic discourse and participation, but in our view, this is not achieved by opening data alone. By using Open Data in research- and scenario- based learning activities, educators can enhance the information, digital, statistical and data analysis literacies that can empower students, and ultimately citizens and communities. Such pedagogic activities allow students to learn using the same raw materials researchers and policy- makers produce and use. Drawing from a series of case studies of the use of Open Data as OER, we suggest educators consider the following elements Focus: define the research problem and its relation to the environment students. Practicality: match technical applications and practices to expected solutions. Expectations: set realistic expectations for data analysis. Directions: support in finding data portals which contain appropriate information. Training: provide training materials for the software students will need to analyse the data. Location: use global, local and scientific data which is as granular as possible. Modelling: develop model solutions to guide students on the challenges and activities. Our approach treats evaluation as a ‘situated intervention’ (Zuiderent-Jerak, 2015). It is designed to help organisations or groups give an overview of goals and missions and the ways these are embedded within the organisation (goal > mobilisation > output > reach).

The Ecology of Sharing: Synthesizing OER Research
The Ecology of Sharing: Synthesizing OER ResearchRobert Farrow Arguably, Open Educational Resources (OER) are starting to enter the mainstream, though some fundamental questions about their value and impact remain to be answered or supported with appropriate evidence. Much early OER activity was driven by ideals and interest in finding new ways to release content, with less direct research and reflection on the process. Furthermore, the majority of OER studies are localised, making extrapolation problematic. At the same time there are considerable practical experiences and ideas that it would be valuable to share. This presentation introduces the 'hub' as metaphor for the kind of networked research that is needed by the OER movement. The Open University's OER Research Hub project (2012-2014) works across eight primary research collaborations augmented with additional fellowships and connections with organisation to collate and synthesize research into OER across a range of sectors and stakeholders (k12, College Entry, Higher Education, Informal). The guiding research hypotheses are grounded in preparatory work in discourse analysis and collective intelligence as part of the OLnet project (which was previously presented at OER12). We then describe the research methodology for OER Research Hub, showing how claims about 'openness' may be validated in different contexts. The argument presented is that through (1) integrating and co-ordinating research methods and (2) developing open data policies it is possible to build an evidence base for the kinds of claims that the OER movement wants to make. Thus, through an 'ecology of sharing' researchers can build and participate in a research network that is greater than the sum of its parts. We will also show how this is working in practice by highlighting some of the activities that are taking place within some collaborations, showing how harmonizing the questions we ask in surveys and interviews across the different collaborations enhances our ability to make both comparative claims which apply in the broadest range of educational contexts.

Love for science or 'Academic Prostitution' - DFD2014 versionLourdes Verdes-Montenegro This is an updated version of an invited talk I presented at the European Research Council-Brussels (Scientific Seminar): "Love for Science or 'academic prostitution'". It has been updated to be presented at the Document Freedom Day 2014, during the activities organized by the Oficina de Software Libre de la Universidad de Granada (26th March). I have included some new slides and revised others. I present a personal revision (sometimes my own vision) of some issues that I consider key for doing Science. It was focused on the expected audience, mainly Scientific Officers with background in different fields of science and scholarship, but also Agency staff. Abstract: In a recent Special issue of Nature concerning Science Metrics it was claimed that " Research reverts to a kind of 'academic prostitution' in which work is done to please editors and referees rather than to further knowledge."If this is true, funding agencies should try to avoid falling into the trap of their own system. By perpetuating this 'prostitution' they risk not funding the best research but funding the best sold research. Given the current epoch of economical crisis, where in a quest for funds researchers are forced into competitive game of pandering to panelists, its seems a good time for deep reflection about the entire scientific system. With this talk I aim to provoke extra critical thinking among the committees who select evaluators, and among the evaluators, who in turn require critical thinking to the candidates when selecting excellent science. I will present some initiatives (e.g. new tracers of impact for the Web era- 'altmetrics'), and on-going projects (e.g. how to move from publishing advertising to publishing knowledge), that might enable us to favor Science over marketing.

The argument presented is that through (1) integrating and co-ordinating research methods and (2) developing open data policies it is possible to build an evidence base for the kinds of claims that the OER movement wants to make. Thus, through an 'ecology of sharing' researchers can build and participate in a research network that is greater than the sum of its parts. We will also show how this is working in practice by highlighting some of the activities that are taking place within some collaborations, showing how harmonizing the questions we ask in surveys and interviews across the different collaborations enhances our ability to make both comparative claims which apply in the broadest range of educational contexts.

Love for science or 'Academic Prostitution' - DFD2014 versionLourdes Verdes-Montenegro This is an updated version of an invited talk I presented at the European Research Council-Brussels (Scientific Seminar): "Love for Science or 'academic prostitution'". It has been updated to be presented at the Document Freedom Day 2014, during the activities organized by the Oficina de Software Libre de la Universidad de Granada (26th March). I have included some new slides and revised others. I present a personal revision (sometimes my own vision) of some issues that I consider key for doing Science. It was focused on the expected audience, mainly Scientific Officers with background in different fields of science and scholarship, but also Agency staff. Abstract: In a recent Special issue of Nature concerning Science Metrics it was claimed that " Research reverts to a kind of 'academic prostitution' in which work is done to please editors and referees rather than to further knowledge."If this is true, funding agencies should try to avoid falling into the trap of their own system. By perpetuating this 'prostitution' they risk not funding the best research but funding the best sold research. Given the current epoch of economical crisis, where in a quest for funds researchers are forced into competitive game of pandering to panelists, its seems a good time for deep reflection about the entire scientific system. With this talk I aim to provoke extra critical thinking among the committees who select evaluators, and among the evaluators, who in turn require critical thinking to the candidates when selecting excellent science. I will present some initiatives (e.g. new tracers of impact for the Web era- 'altmetrics'), and on-going projects (e.g. how to move from publishing advertising to publishing knowledge), that might enable us to favor Science over marketing.

Earth-like planet predictor: a machine learning approachSérgio Sacani Context. Searching for planets analogous to Earth in terms of mass and equilibrium temperature is currently the first step in the quest for habitable conditions outside our Solar System and, ultimately, the search for life in the universe. Future missions such as PLAnetary Transits and Oscillations of stars (PLATO) or Large Interferometer For Exoplanets (LIFE) will begin to detect and characterise these small, cold planets, dedicating significant observation time to them. Aims. The aim of this work is to predict which stars are most likely to host an Earth-like planet (ELP) to avoid blind searches, minimises detection times, and thus maximises the number of detections. Methods. Using a previous study on correlations between the presence of an ELP and the properties of its system, we trained a Random Forest to recognise and classify systems as ‘hosting an ELP’ or ‘not hosting an ELP’. The Random Forest was trained and tested on populations of synthetic planetary systems derived from the Bern model, and then applied to real observed systems. Results. The tests conducted on the machine learning (ML) model yield precision scores of up to 0.99, indicating that 99% of the systems identified by the model as having ELPs possess at least one. Among the few real observed systems that have been tested, eight have been selected as having a high probability of hosting an ELP, and a quick study of the stability of these systems confirms that the presence of an Earth-like planet within them would leave them stable. Conclusions. The excellent results obtained from the tests conducted on the ML model demonstrate its ability to recognise the typical architectures of systems with or without ELPs within populations derived from the Bern model. If we assume that the Bern model adequately describes the architecture of real systems, then such a tool can prove indispensable in the search for Earth-like planets. A similar approach could be applied to other planetary system formation models to validate those predictions.

OGLE-2011-BLG-0462: An Isolated Stellar-mass Black Hole Confirmed Using New H...Sérgio Sacani The long-duration Galactic-bulge microlensing event OGLE-2011-BLG-0462 produced relativistic astrometric deflections of the source star, which we measured using Hubble Space Telescope (HST) observations taken at eight epochs over ∼6yr. Analysis of the microlensing light curve and astrometry led our group (followed by other independent groups) to conclude that the lens is an isolated stellar-mass black hole (BH)—the first and only one unambiguously discovered to date. There have now been three additional epochs of HST observations, increasing the astrometric time baseline to 11 yr. Additionally, the ground-based OGLE data have been updated. We have reanalyzed the data, including the new HST astrometry, and photometry obtained with 16 different telescopes. The source lies only 0.4 from a bright neighbor, making it crucial to perform precise subtraction of its point-spread function (PSF) in the astrometric measurements of the source. Moreover, we show that it is essential to perform a separate PSF subtraction for each individual HST frame as part of the reductions. Our final solution yields a lens mass of 7.15±0.83Me. Combined with the lack of detected light from the lens at late HST epochs, the BH nature of the lens is conclusively verified. The BH lies at a distance of 1.52 ± 0.15kpc, and it is moving with a space velocity of 51.1 ± 7.5 kms−1 relative to the stars in the neighborhood. We compare our results with those of other studies and discuss reasons for the differences. We also searched for binary companions of the BH at a range of separations, but found no evidence for any.

Telescópio James Webb Revela Evidências de Buraco Negro no Coração da Galáxia...Sérgio Sacani Wereport the first detections of [Ne v] λ14.3 μm and [NeVI] λ7.7μm at high confidence (S/N 6) in the nuclear region of the nearby spiral galaxy M83. Emission-line maps of these high-ionization lines show several compact structures. Specifically, the [Ne VI] emission is located at 140 pc from the optical nucleus and appears as a point source of size 18pc (FWHM 0. 8). We investigate the possible source of this extreme emission through comparison with photoionization models and ancillary data. We find that photoionization models of fast radiative shocks are able to reproduce the observed high-excitation emission-line fluxes only for the lowest preshock density available in the library, n = 0.01 cm−3. Additionally, tailored active galactic nucleus (AGN) photoionization models assuming a two-zone structure are compatible with the observed high-ionization fluxes. Our simple AGN model shows that the emission at the location of the [Ne VI] source can be the result of a cloud being ionized by the radiation cone of an AGN. We stress, however, that to definitively confirm an AGN as the main source of the observed emission, more complex modeling accounting for different geometries is required. Previously known as a purely starburst system, these new findings of the nuclear region of M83 will require a reassessment of its nature and of objects similar to it, particularly now that we have access to the unparalleled infrared sensitivity and spatial resolution of the James Webb Space Telescope.
