Upcoming maint releases (5.38.3 and 5.40.1)

After some delay, I have resumed work on the two maint releases that I started work on in September last year. I hope to get RC1s released on Saturday (4 January), with a view to releasing the final versions a fortnight later (Saturday 18 January) if there are no show-stopping problems found. The voting file for 5.38 contains two commits in need of one more vote each: ecbf63a (regcomp.c - zero the pRExC_state structure early in compilation) ecd3fa8 from PR#22792 (Fix locale initialization bug) I would be grateful if some kind committer could give these a thumbs-up (or indeed raise any objection, as the case may be) and then I will get the final merges done. Note that both voting files also contain an outstanding security issue. The PSC indicated recently [1] that this security issue will be dealt with separately in follow-up releases (5.38.4 and 5.40.2).
