On Monday, Paul Ryan announced he was behind comprehensive immigration reform, standing next to Rep. Luis Gutierrez at the City Club of Chicago. But the immigration debate took two steps back when Sen. Rand Paul linked the failures of the immigration system to the Tsarnaev brothers who were allowed “to immigrate to the United States from the Chechen Republic in Russia, an area known as a hotbed of Islamic extremism, who then committed acts of terrorism” in a letter to Senate Majority Leader Harry Reid.
