1          CALL TO ORDER

Chair Law called the meeting to order at 9:00 a.m. There was a round of introductions by all present.

2          REVIEW AND APPROVAL OF AGENDA

Discussion of P1594 was moved to the end of the ‘Revision’ section, because it was a simultaneous submittal to NesCom for a modified PAR and very early on the RevCom agenda.

There was a motion to approve the agenda. The motion was unanimously approved.

3          APPROVAL OF THE 4 December 2007 RevCom MINUTES

There was a motion to approve the 4 December 2007 RevCom Minutes. The motion was unanimously approved.

4          ProCom LIAISON REPORT

Malcolm Thaden, ProCom member, delivered the report. [Please see the ProCom meeting minutes for further information.]

5          5-YEAR REVIEW UPDATE

Chair Law pointed members to the list of standards that were withdrawn following the 5-year review that took place at the 4 December 2007 meeting. This item was for information only.

6          PROPOSED STANDARDS FOR REVIEW AND RECOMMENDATION

 Chair Law, having received inquiries from new members, led discussion about recusing oneself during RevCom discussion or votes. Various members and Claire Topp, legal counsel, participated in the discussion. Various opinions were shared, but in the end it is seen as each member’s own responsibility to make that decision.

There was a motion to table discussion of this project until Gary Robinson, mentor for P1631, returned.

When Gary returned, there was discussion and a motion to approve the project.

During discussion, a question about the status of the PAR for P1633 was raised. There was a motion to table P1633 until a status update was available from staff.

After staff provided the update, there was discussion and a motion to approve the project.

6.3       Reaffirmation

There was a motion to recommend approval of all standards that received no RevCom preliminary comments: 260.4-1996 (R2002), 379-2000, 420-2001, 644-1994 (R2001), 859-1987 (R2002), 1149.1-2001, 1178-1990 (R2002), C57.12.32-2002, C57.109-1993 (R2000), and C95.4-2002.

There was a friendly amendment to remove 260.4-1996 (R2002) from that list, because it was affected by an AudCom action. It was accepted by the mover and seconder.

The amended motion was unanimously approved.

7          EARLY CONSIDERATION PROCESS

Chair Law announced that an Early Consideration Cycle will be held before the June meeting. A date was scheduled for the teleconference: 28 April 2008, 11 a.m. EDT.

8          OLD BUSINESS

8.1       Report from Ad Hoc on IEEE-SA SASB OpMan 9.4 – Kulick

John Kulick presented a proposal from the ad hoc to change the language in the IEEE-SA Standards Board Operations Manual 9.4, which would clarify that in order to withdraw a standard, a balloting group needs to be formed and the regular Sponsor ballot process needs to be followed.

Some of the points raised were:
-Withdrawal ballots should follow the same process as ballots for approval of projects or reaffirmations.
-This proposal makes the process of withdrawing a standard burdensome. Some Sponsors may opt to let a standard be withdrawn administratively instead.

A motion was made to forward the OpMan 9.4 Ad Hoc’s proposal for further processing to ProCom. The motion was approved unanimously.

8.2       Update on Changes to Recirculation Cover Letter – Gerdon

Tricia Gerdon presented updates to the sample recirculation cover letter, which Program Managers often supply to Sponsors as guidance.

The cover letter was well received, but some additional suggestions were made:
-Add the Chair’s email address after the signature line.
-In the ‘Purpose’ section, clearly state that the letter is accompanied by other materials (e.g. comment resolution files, etc).
-Maybe a separate recirculation cover letter should be created.
-In the ‘Note’ section, add ‘any affirmative balloter’ instead of ‘balloter.’

9          NEW BUSINESS

9.1       Guide Review – Law

Chair Law mentioned that a training session had been held for new RevCom members. During that session, questions were raised regarding some policy documents. Some of these documents were reviewed.

9.1.1    Working Guide for Submittal of Proposed Standards – Law

Chair Law led discussion on this topic and invited comments from RevCom members.

Phillip Barber raised the question of how the ‘grandfathering’ rule is applied and codified with regards to the standards development process.

The following issues were raised during the discussion of this topic:
-Are superseded policy documents available (to the WG/Sponsor and to RevCom) at the time that RevCom reviews a project?
-The WG/Sponsor should know what policies apply when RevCom evaluates the process their project followed.

It was stated that in practice, RevCom has been applying a grandfathering rule, i.e., an action taken during the process is assessed in accordance with the rules that applied at the time of the action.

There was a motion to forward to ProCom the question of application of previous versions of governance documents on RevCom process, and the availability of previous versions of the governance documents. Themotion was unanimously approved.

9.1.2    IEEE-SA Standards Board Form for Submittal of Proposed Standards – Law

Chair Law led discussion on this topic. Clint Chaplin had submitted a list of items for discussion to RevCom prior to the meeting:

1. Item 9: ‘Conflict of Interest’ should be added as a reason for abstention. myProject already supports this.
There was a motion to add ‘Conflict of Interest’ as an abstention category to item 9. The motion was unanimously approved.
2. Item 9: ‘Total negatives’ should be split into two categories: ‘Negatives’ and ‘Negatives without comments.’ myProject already supports this.
There was a motion to record both ‘negatives’ and ‘negatives without comments’ on the submittal form to RevCom. The motion was approved [Yes = 12; No = 1; Abstain = 1].
3. Item 9: The form should have more than four fields for ‘Interest Category.’
It was pointed out that some balloting groups have more than a dozen interest categories, and that it would be impractical to add large numbers of fields.
4. Item 11: The coordination section needs clarification.
There was some discussion of that section, but no suggestions were made.

9.1.3    Sample RevCom Submittal Review Checklist – Law

The RevCom Submittal Review Checklist was reviewed by RevCom, and changes were made to the first two questions.

There was a motion to approve the updated Checklist as a RevCom document. The motion was unanimously approved.

9.1.4    New Document – RevCom Review Tips – Law

Chair Law asked new members if this document had been helpful to them and should be used in the future. It was suggested that this document should be sent to new members in the future and also be posted to the RevCom website.

There was a motion to post the ‘Tips’ document to the RevCom website, and add a link to this file to the submittal packages. The motion was unanimously approved.

9.2       myProject Features Update – Sahr

Christina Sahr gave an update about myProject.

New features that have been rolled out include:
-Balloters’ affiliation information is now displayed on Ballot Response Summaries.
-Participation/approval/abstention rates are now rounded down on Ballot Response Summaries.

Christina also announced that the myProject automation process for RevCom is scheduled to begin in mid-2008, and that there is a possibility of beta-testing this for the December meeting. The process will be similar to the NesCom process. She also said that the Entity Process should be included.

9.2.1    PAR Approval Letter Requirement for RevCom Submittal Package – Law

Chair Law led discussion on this topic. He said that PAR approval letters are required as part of the RevCom submittal package because they contain expiration information. PARs that are submitted inside myProject contain this information now as well. Therefore, it should be considered if PAR approval letters should still be required by RevCom (for projects with PARs inside myProject).

It was decided that RevCom would wait until the RevCom process is incorporated into myProject to change this requirement, as it can then be part of a larger revision.

9.2.2    Affiliation Information – Law

Chair Law led discussion on this topic, asking if the availability of balloters’ affiliation information should change the RevCom review process.

It was decided that this information was not relevant to RevCom, it is information gathered should there be an accusation of dominance, and that therefore RevCom does not need to review this information during the review process.

9.3       Role of Preliminary Comments – Law

Chair Law pointed out the importance of preliminary comments to the RevCom process, as these comments allow for dialogue with the Sponsor prior to the RevCom meeting. He commended the committee members for having supplied preliminary comments and said that they will hopefully continue to supply them in the future.

10        NEXT MEETING
The next RevCom meeting will be Wednesday, 11 June 2008, in Piscataway, New Jersey, USA. The submittal deadline for this meeting is 2 May 2008.

11        ADJOURNMENT

There being no further business, the meeting was adjourned at 1.57 p.m.
