OpenJDK7 and OpenJDK6 Binary Plugs Logic Removed

Both the OpenJDK6 and OpenJDK7 makefiles no longer have the binary plug inclusion logic. So the next build promotion of each of these, binary plugs will not be required and not be provided. Technically they haven't been required to create the builds for quite some time, the only remaining issue has been the com.sun.jmx.snmp package. I'll cc the jmx-dev alias, perhaps they can provide a status report on those classes. -kto
